Student Transfer Information

FCPS considers transfer requests for very specific reasons.

A student is expected to attend the school that serves his or her attendance area, and every effort is made toward that end.  However, the enrolling parent who resides in Fairfax County with the child and who meets the requirements described in section V of Regulation 2240 may submit an online student transfer application for his or her school-aged child (K-12) to attend a non-base school.

New for the 2018-19 School Year

School Board Approves New Fees to Be Implemented for Student Transfer Applications

On May 25, 2017, the Fairfax County School Board approved a student transfer application processing fee of $100 per student per year. The application processing fee applies to all student transfer requests (Initial, Renewal and High School Curricular) based on criteria outlined in Regulation 2230. The non-refundable application processing fee will apply for all transfers effective at the beginning of the 2018-19 school year and will be integrated and collected within the online student transfer application using a debit or credit card, prepaid credit card, or electronic check, prior to submitting the student transfer application.

The application fee is automatically waived through the online application for students who qualify for the free and reduced-price meals program and have submitted a Consent to Share Information for Benefits for Other Programs.

Fees are also waived for parents or guardians who are current FCPS employees and reside in Fairfax County.  An FCPS employee is defined as a person working in a budgeted full time equivalent (FTE) position (FTE transportation and food services positions included) and eligible for leave, retirement, and health benefits coverage.  Fee waiver is based on employee status at the time the application is submitted and is nonrefundable should employee status change following the submission of the student transfer application.

School Capacity and Student Transfer Status Open/Closed

The Department of Facilities and Transportation Services identifies school capacity and school open/closed status in February and May for the upcoming school year. Student transfers will be considered if the school capacity, grade-level capacity, and the school curricular program at the requested school will permit, as determined by FCPS.

    Student transfers will be considered if the school capacity, grade-level capacity, and the school curricular program at the requested school will permit, as determined by FCPS.

  • High School Open/Closed Map

    Student transfers will be considered if the school capacity, grade-level capacity, and the school curricular program at the requested school will permit, as determined by FCPS.

For the 2018-19 school year, the enrolling parent will submit transfer applications and pay fees online. The online application will allow access to each application type following the opening dates outlined below: 

  • High School Curricular – February 5, 8:30 am
  • Renewal – February 15
  • Initial – March 1

Student transfers are approved on a one year only basis. Parents or guardians must submit a student transfer renewal application, required documentation, and the non-refundable application fee each year for student transfer consideration.

Child Care Hardship (K-6)

Parents or guardians who demonstrate hardship in obtaining appropriate full-time before- and/or after-school child care within the base school boundaries may request a transfer. Requests must be made to the school within the boundary of the child care address. If the requested school is closed to student transfers, the next closest school open to student transfers will be recommended.

Two documented attempts to secure child care within the base school boundary will be required.

Medical, Emotional, or Social Adjustment

For students who demonstrate exceptional hardship for reasons of medical, emotional, or social adjustment.  Detailed documentation defining how a school transfer supports the student’s treatment plan is required from a current independent (non FCPS) licensed healthcare provider. These include physicians, psychologists, social workers, or counselors.

A Medical, Emotional, or Social Adjustment Student Transfer Request Student Information Form is required.

Child of Fairfax County Public Schools (FCPS) Employee

Parents or guardians who are FCPS employees and reside in Fairfax County may submit a student transfer application.  FCPS employee is defined as a person working in a budgeted Full Time Equivalent (FTE) position (FTE transportation and food services positions included) and eligible for leave, retirement, and health benefits coverage. Student transfer requests must be made to the school in which the parent or guardian is employed or to the school closest to the employee’s work location.  If the request for student transfer is to the school in which the parent or guardian is employed, in this instance only, capacity issues will not prevent the transfer.

Employee status and work location will be verified.

High School Curricular Program -Academy

An application for high school academy and specialized program form must be completed and submitted to the base school counselor. After acceptance has been confirmed into the academy program, a student transfer request may be submitted.

Academy Letter of Understanding

High School Curricular Program –AP/IB, World Language

Parents or guardians may submit an online student transfer application for a student who wishes to enroll in course offerings in an Advanced Placement (AP), International Baccalaureate (IB) program, or world language course sequence not available at the student’s base school.  Student transfers for these purposes will be considered only for grades nine, ten and eleven.

Siblings

If school capacity and grade-level capacity at the requested school will permit, as determined solely by FCPS, a parent or guardian may submit a student transfer application for a student to attend school with their sibling(s).  The sibling(s) must be living in the same household for student transfer consideration.

Sibling relationship will be verified in the Student Information System.

Family Relocation

Families relocating from one school boundary to another within Fairfax County within 180 calendar days of the anticipated move date;

 

or,

 

Families who relocate from one school boundary to another in Fairfax County within the last 90 calendar days of the school year.

Documentation of the upcoming move to include a lease or signed contract with move-in/closing date.  If building a home, provide a letter from the builder with estimated completion date, signed contract, and Fairfax County building permits. FCPS will contact parents if additional documentation is required.

 

Updated residency documentation (e.g. lease, deed, rental agreement) must be provided. FCPS will contact parents if additional documentation is required.

Senior Status

Parents or guardians may submit an online student transfer application for students who relocate to a different school boundary within Fairfax County but wish to remain enrolled at the requested school for the final year of elementary, middle or high school. In these cases, school capacity factors will not prevent approval.

Updated Fairfax County residency documentation must be provided to the enrolled school.

Applications submitted after the application deadline will be considered for;
1) Students new to Fairfax County,
2) Employees with a new work location assignment, or
3) Students experiencing a bona fide event or emergency that could not have been foreseen prior to the application deadline. 

For High School Curricular Requests

Parents or guardians may submit an online student transfer application for a student who wishes to enroll in course offerings in an Advanced Placement (AP), International Baccalaureate (IB) program, or world language course sequence not available at the student’s base school.  Student transfers for these purposes will be considered only for grades nine, ten and eleven. Following acceptance to an academy program, a student transfer request may also be submitted. The request must be for the high school closest to the student’s residence that offers the requested program as determined by FCPS. Transfer requests are not permitted for individual courses or extracurricular activities.
Applications must be received between February 5 and May 1 for the upcoming school year.

For Renewal Requests

A student transfer is valid for one year only. A parent or guardian must submit a renewal application each year for student transfer consideration. A renewal application may be submitted for students who continues to meet the same student transfer criteria as indicated on the original student transfer request. For students no longer meeting the same student transfer criteria, a new transfer request must be submitted.
Applications must be received between February 15 and April 1 for the upcoming school year.
Note: RENEWAL applications will not be accepted after the April 1 deadline. After April 1, parents must submit an Initial or High School Curricular application with the appropriate documentation to  for transfer consideration.

For Initial (New) Requests

A parent or guardian may submit an initial (new) student transfer request for their child to transfer from his or her base school to a non-base school. The parent or guardian must indicate the reason for the request, and documentation is required to support the request.
Applications must be received between March 1 and June 1 for the upcoming school year.

If a student transfer application is approved the following conditions apply:

  • The transfer is approved for one year only and must resubmitted annually;
  • The transfer may be revoked if the reason for the transfer no longer exists, if the student does not attend school regularly, if the student does not make academic progress, or if the student violates the code of conduct, including Student Rights and Responsibilities;
  • The student may not be eligible to participate for one year in secondary school interscholastic athletics;
  • The parent or guardian will provide transportation for the student to the non-base school.
  • Prior to approval, schools may review the student’s transcript, discipline record, and attendance records.
  • I am aware a $100 application processing fee is required, unless I qualify for a waiver.  All student transfer requests are discretionary and are subject to approval by FCPS. 
  • The application fee is non-refundable should the student transfer request be revoked or if I elect for my child to remain/return to the base school or withdraw from FCPS.
