Special Services Update - November 10, 2021

Presented by the Department of Special Services (DSS) for the Advisory Committee for Students with Disabilities.

VDOE State Performance Plan (SPP)

The Individuals with Disabilities Education Act (IDEA) requires each state to develop a state performance plan (SPP) that evaluates the state’s efforts to implement the requirements and purposes of the IDEA and describes how the state will improve its implementation.

  • The SPP includes how States will improve educational outcomes or results for students with disabilities on 17 components or Indicators.
  • The SPP must be updated every six years.
  • It is time for Virginia to update the SPP that will cover FFY 2020 - 2025 (Federal Fiscal Year).
  • Improvement is measured based on Indicator “targets” that States set.
  • Virginia must set new targets, as it updates the Plan.
  • The ACSD, as a stakeholder, will assist in defining "success" in Virginia, as you recommend new targets for nine of the 17 Indicators.
  • The 9 Indicators are: 1, 2, 3, 5, 6, 7, 8, 14, and 17.
  • Your participant input regarding target-setting will be captured via a survey in which you are strongly encouraged to participate.

Next Steps

  • ACSD members will receive a link to the survey along with a link to a VDOE recorded presentation that explains in greater detail each of the indicators.
  • ACSD members are encouraged to answer the survey questions in full or only in the areas where you would like to provide input.
  • The survey window is open now through mid-December.
  • ACSD members are encouraged to reach out to Mike Bloom, Director of Special Education Instruction and ACSD staff liaison, with any questions regarding the survey.
