The Office of the Chief Human Resources Officer comprises five offices, each providing an integral task in supporting its mission.
Office of Employee Relations (OER)
The Office of Employee Relations (OER) ensures fair and equitable treatment of staff and compliance with federal, state, and local laws, as well as FCPS policies and regulations affecting equal opportunity in education and employment. To that end, OER monitors activities ranging from performance evaluation to ensuring a discrimination-free workplace. The office facilitates assessment processes that support the supervision, development, and retention of a high-performing workforce.
Office of Executive Director (OED)
The Office of the Executive Director of Human Resources (OED) oversees and directs the administrative operations of the HR department and advises and supports the Executive Office of the Chief Human Resources Officer on potential issues and concerns. in the department. OED works collaboratively with all key stakeholders to establish partnerships to improve efficiency in day-to-day operations, consistency in responses from the HR Division, and responsiveness to requests.
The Executive Director of Human Resources is responsible for managing the HR Business Partners who support the utilization, development, and evaluation of HR Programs and the initiation and coordination of HR programs. OED oversees and approves the HR budget.
Office of Employee Services and Operations (ESO)
The Office of Employee Services and Operations (ESO) provides customer service and support to potential, current, and former employees, using the FCPS StaffConnect online portal as an effective two-way communication tool.
The Salary Services team manages salary plans and internal employee transfers, maintains official personnel records, processes new employees, and provides employment verifications.
The Classification and Compensation team conducts formal job and organizational reviews to ensure that FCPS is classifying jobs to meet not only its budget, but also the division’s legislative, regulatory, recruitment, retention, and organizational objectives.
The HR Technology team provides functional, technical, and data support for the range of applications required to meet the Human Resources mission.
The HR Communications and Employee Programs team oversees employee communications plans and is also responsible for many of the division’s recognition and engagement programs. These include employee surveys, awards, recognition events, service milestones, and an annual retirement ceremony.
The Client Services/Welcome Center team administers the FCPS onboarding program, including fingerprinting appointments, and offers human resources and employment assistance.
Office of Labor Relations (OLR)
The Office of Labor Relations provides strategic leadership and direction to FCPS’s labor relations initiatives. Partnering closely with employees at all levels of the organization, the office is committed to fostering a collaborative path to find solutions to better the services we deliver to our students every day. The office serves as a facilitator for communication, collaboration, and building of productive relationships with FCPS’ workforce. We deliver services within the parameters established through collective bargaining and provide strategic advising, grievance administration, and training and support to departments in the pursuit of thoughtful outcomes that recognize the commitment, hard work, and expertise that our employees bring to FCPS every day.
