FCPS Announces Proposed FY 2021-25 Capital Improvement Program

Fairfax County Public Schools (FCPS) has released its proposed fiscal year (FY) 2021-25 Capital Improvement Program (CIP), reflecting a five-year requirement of over $1 billion. Fairfax County Public Schools continues to experience uneven growth throughout the division because of changes in population, new development, and net migration. In certain areas, membership is projected to exceed the ability to accommodate students within existing school buildings. 

The FY 2021-25 CIP is updated to reflect schools for the current school year (2019-20). This version of the CIP continues to include potential capacity and capital solutions to schools which are currently or projected to be over capacity. 

Capital projects are identified for school renovations, additions, and modular additions where needed. Project costs have also been updated in this document. Funds approved in the 2019 School Bond Referendum and previous referenda will address approximately $500 million of the five-year requirement, leaving a balance of approximately $573 million unfunded.  The 2019 School Bond Referendum recently approved by county voters provided funding for the construction of one new elementary school, the relocation of one modular addition, construction of three high school additions, and renovations of five elementary schools and two middle schools. The bond also included funding for the planning of one new elementary school and the renovations of five elementary schools.

Funding for capital improvement projects was increased from $155 million to the current $180 million dollar year cap on school bond sales effective in FY 2019, in collaboration with the Fairfax County Government and the Board of Supervisors. Additional funding sources include $13.1 million from the Fairfax County Board of Supervisors for infrastructure management and $2.7 million for overcrowding and $10 million for routine or major maintenance from FCPS Operating Funds. 

The School Board will hold a public hearing on the FY 2021-25 CIP on Tuesday, January 7, 2020, at 6 p.m. at Jackson Middle School, 3020 Gallows Road, Falls Church. The Board has scheduled a work session on Monday, January 13, 2020, and will vote on the CIP at its business meeting on Thursday, January 23, 2020.
