Temporary Learning Plans for Students with IEPs

FCPS will be implementing for students with IEPs a Temporary Learning Plan (TLP) that will outline special education and related services during the school closure. Special education case managers, in collaboration with related services providers, will consult with, and gather input from, parents about the TLP for each student which will outline the prioritized goals, accommodations and services that will be addressed during the school closure.  The TLP is a letter that will identify the continuity of learning services that will be provided to students between now and the end of the school year.

In addition, the Special Education COVID 19 webpage went live and can be viewed at  Special Education COVID 19  .

Included on the webpage is information about the Temporary Learning plans, special education meeting information, special education confidentiality notice, roles and responsibilities, academic and social/emotional resources, and a list of contacts. A special education Frequently Asked Questions document for parents will be posted later this week.

UPDATED: Comparison of Distance Learning Plans Among WABE School Divisions

The EAB report provides information on the distance learning models of the 7 WABE divisions that have published information as of April 7, 2020. The full report (please see pages 3-5 for detailed comparison of division models) is at this link: EAB Report

The EAB report finds the following:

  • At the elementary level, FCPS provides more instructional time compared to other WABE districts. FCPS recommends 4-5 hours of combined synchronous and asynchronous work per day (4 days per week).  The maximum in other districts was between 1-3 hours each day.
    • FCPS elementary students will spend 1 hour per day in synchronous teacher-directed instruction
    • FCPS elementary students will also receive up to 1 hour per day of synchronous teacher-directed support
    • FCPS elementary students will also complete 2-3 hours per day of independent (asynchronous) work
  • At the middle and high school levels, FCPS provides 3 hours of synchronous teacher-directed instruction two days a week. Teachers assign additional work to be completed on asynchronous learning days. Additional virtual teacher office hours are also available to support student learning on asynchronous learning days.
    • Of the other 7 WABE divisions, total instructional minutes range from 1 to 4 hours per day of learning activities.
      • 2 of these WABE divisions do not report any synchronous learning
      • The other 5 WABE districts offer asynchronous and synchronous instructional time but are less specific about the amount of time teachers are expected to provide synchronous instruction.
  • Because some divisions may have updated their distance learning models after April 7, we have asked EAB to update their report with new information as it becomes available.

Mount Vernon High School

Dear MVHS Families,

Our staff was excited to start Distance Learning with students today. We understand that this a new way of learning, so to support our students’ success, personalized emails listing a student’s schedule of classes, teachers, and corresponding Blackboard Collaborate Links has been sent to student FCPS Gmail accounts (that end in @fcpsschools.net). Students are expected to log in to their teacher’s Blackboard Collaborate links on Tuesdays and Thursdays to participate in synchronous learning sessions. The schedule of classes is listed below.

Blackboard Collaborate Links are our new “classrooms” and our behavior expectations are as follows:

  • Log in with your first and last name
  • Show up on time for your synchronous learning classes and stay engaged
  • Practice good digital citizenship so that we can help each other maintain a safe and productive digital community
  • The rules and regulations found in the SR&R still apply to all of us
  • Be careful with your words - be kind, caring, and helpful

Mondays, Wednesdays, and Fridays are designed for students to work independently on assigned work. In addition, teachers will host optional Office Hours through their Blackboard Collaborate links to answer student questions. Office Hours vary, but students can refer to their teachers’ Google Classrooms or Blackboard sites for specific times.

We thank you for your support.
