The Outstanding Nonschool-Based Leaders Recognized for 2023

The Outstanding Nonschool-Based Leader Award recognizes nonschool-based leaders who demonstrate outstanding leadership and strengthen and improve the learning environment through their work. Any FCPS employee or community member may nominate an employee who is a Schedule C employee that has held the position for at least one full year for this award.

Alice provides exceptional service through her tremendous leadership, noteworthy dedication, and unparalleled commitment to FCPS and the community. As the budget director, she provides the framework for all financial decisions by providing clear, accurate, timely, and relevant financial information and analysis to assist the School Board, Leadership Team, and other stakeholders in sound financial decision-making. She is compassionate and effective in her work, always supports the division's goals and priorities, and exhibits a genuine willingness to explain all aspects of the budget process. In addition, she fosters cooperative relationships with colleagues, is results-oriented, goes above and beyond to ensure a collaborative process that includes all stakeholders, and contributes positively to FCPS in all that she leads and supports.

Mike is a transformational leader celebrating his 33rd year of committed service to individuals with exceptionalities, their families, and the educators who support them. Leading with positivity, empathy, and humility, Mike believes in the power of togetherness and the idea that relationships form a strong foundation in which challenges become opportunities when people commit to a common vision. As an Office of Special Education Instruction administrator for fourteen years, Mike has an exceptional record of program development and organizational improvement and was the chief architect and developer of FCPS Behavior Intervention Services. Motivated by his desire to see all students succeed and thrive, Mike and his team continue to envision and deliver high-quality instructional and behavioral programming in FCPS.

When Amy joined FCPS as the coordinator for K-12 mathematics, her passion for collaborating across offices and schools to define a vision of excellence in mathematics was evident. Amy genuinely believes that all students are capable mathematicians and that all teachers have the potential for excellence. Amy works to build, connect, and orchestrate resources and people to ensure the success of all students in FCPS. She is a professional developer at heart and never misses an opportunity to coach or support her colleagues as they pursue their professional passions and goals for the FCPS mathematics program. Amy intentionally leverages individuals' strengths for specific projects and holds team members and herself to high standards.

Traci T. Kubo-CarreraTraci T. Kubo-Carrera

Stonecroft Transportation Center, Transportation Services 

"Caring culture" is evident in Area 3 as Traci leads her team by example, managing a staff of 375 employees and supporting 46 schools. When the fleet coordinator position became vacant, Traci assumed that position as well as her own as Area 3 Coordinator. Because she develops and fosters a strong sense of teamwork and actively develops the leadership skills of others, the team united to meet challenges. Traci has been intricately involved in the school bus fleet conversion to electric, completing grant applications for funding and reviewing and analyzing electric bus models. Traci's ability to think creatively, research solutions, and assist in whatever capacity is needed make her an invaluable resource to FCPS and the Office of Transportation Services.

Jim has served in Fairfax County for almost 43 years – joining FCPS 22 years ago after retiring from the police department. He is a positive, always-smiling leader who is passionate about providing safety and security for all students and staff. School divisions from across the country have sought his guidance to implement their own safety protocols. Jim's accomplishments include developing training for lockdowns and school security officers for the Virginia Department of Criminal Justice Services, crisis plans and manuals, and modernizing the school security fleet and uniforms. Always willing to help, he says that he derives his energy and proactive demeanor from his staff and believes every leader is only as good as their people.

Lisa has been with Fairfax County Public Schools' Department of Human Resources since 2003, coming to the school division with nearly 10 years of human resources experience in the private sector. Lisa has worked in multiple capacities and disciplines and brings with her a wealth of HR expertise and institutional knowledge. Currently, Lisa leads a team of HR employees specializing in all realms of performance management. As a coordinator, Lisa leads by example and believes in building relationships and collaborations built on trust and integrity. With adaptability and commitment, Lisa and her team work tirelessly to help the school division resolve many conduct, discipline, and performance challenges.

Matthew J. WatsonMatthew J. Watson

Network Architect
Wilton Woods Center, Information Technology

Matt believes in the FCPS and Information Technology mission and brings meaningful contributions to the teaching and learning experience. He joined FCPS in 2000 as a school-based technology support specialist and gained an appreciation for the challenges and rewards of classroom teachers. He carried that focus through various leadership positions as he advanced, led the IT Service Desk, and now serves as an architect. Consistently able to visualize a path to improve FCPS, he has brought efficiencies through environmental automation, building and design. One system he takes pride in is designing and directing is the build of the Teacher Assisted Student Password Reset Tool, which provides classroom teachers the ability to directly reset student passwords, thereby protecting student/teacher instructional time.
