A Domestic Relations Order (DRO) is a court-ordered equitable distribution of marital property that provides for a portion of a member’s retirement benefits to be paid to a former spouse. The ERFC’s Guidelines for the Development of Domestic Relations Order provide information on preparing a DRO and include a model DRO. ERFC mails printed benefit pay statements only upon written request or to provide notification to retirees and benefit recipients whenever changes occur in their net benefit payments – such as the implementation of a COLA increase, or a benefit offset at full Social Security age, or when tax withholdings are adjusted.
Complete and return the ERFC37 form - Request for Mailed Delivery of Printed Pay Statements only if you have a special need or interest that requires you to receive a printed ERFC benefit statement by mail every month.

Cost of Living Adjustments (COLA)
ERFC
A cost-of-living adjustment (COLA) will be applied to your ERFC benefit annually on March 31st, beginning with the March 31st that is more than three full months after the Member's Effective Retirement Date. For example, if you retired in February 2020, your first COLA from ERFC would be applied to your benefit on March 31st, 2021. If, instead, you retired in October 2019, your first COLA from ERFC also would be applied to your benefit on March 31st, 2020.
Under current provisions COLA adjustments apply as follows:

1st year COLA | 1.49% | 50% of *CPI-U (Up to 2%) |
2nd year and beyond COLA | 3% | 100% of *CPI-U (Up to 4%) |
* Consumer Price Index for all Urban Consumers (CPI-U) for the Washington, D.C., metropolitan area for the period ending in November of each year.
