Operating Structure
Draft -10/8/09

Council Membership – The goal is to provide the superintendent of schools a wide variety of perspectives through a host of community voices.  The BCAC is made up people representing businesses and community groups, not-for-profits, affiliates to schools like the PTA, PTSA or PTO, FCPS staff, and a host of other organizations.  School Board members also are encouraged to appoint citizens to be members.  Based on feedback from group, additional voices are being recruited.

Commitment to Council – In order to provide opportunities for new voices to join the Council, as well as to provide a general expectation for new members, a commitment of from one to three years is being asked of new members.  That does not suggest that the organization or business will commit to the 1-3 years, only the individual representing them at the time they join the team.  Current members are grandfathered.
Additionally, a commitment to attend the majority of the meetings, or send a representative is requested for participation.  If you find that you will need to miss more than 3 meetings, it might be worthwhile to find another representative from your organization/business to share the appointment or take it over for you.

Election of Chair – The chair will be elected from nominations from membership at the last meeting of the year.  The chair will be asked to serve for two years.  The intent is that the vice-chair will automatically be nominated to replace the chair after two years.  Additional nominations may be suggested.

Procedures – Agenda’s and notes from the previous meeting will be emailed as well as posted on the BCAC website.  In an effort to provide a greater number of voices to the Council, members are encouraged to share the content discussed at meetings with their organizations and bring feedback to the subsequent meeting.
