On July 28, 2011, the Fairfax County School Board approved the following motion: That the School Board approve adjustments to school attendance areas in order to establish an attendance area for the new elementary school at the Lacey site and to contribute to the efficiency of the school division, pursuant to Virginia Code Section 22.1-79(4), and Policy 8130.6, Local School Boundaries, Program Assignments, and School Closings, as shown in Appendix A to be effective for the 2012-13 school year for the following schools:  Annandale Terrace, Beech Tree, Belvedere, Pine Spring, and Woodburn Elementary Schools; Frost, Glasgow, Holmes, Jackson, and Poe Middle Schools; Annandale, Edison, Falls Church, Stuart, and Woodson High Schools; and, further, that the School Board authorize staff to use existing bond authority within the construction reserve account; to design and construct a modular addition at Frost Middle School; and to otherwise implement the Board’s action, as detailed in the agenda item, and as amended (1) by retaining the current Pine Spring ES attendance island assignment at all school levels (Pine Spring ES, Jackson MS, and Falls Church HS); (2) by assigning the Columbia Pines subdivision from Poe Middle School and Falls Church High School to Glasgow Middle School and Stuart High School, effective with rising 6th and 9th graders in school year 2012-2013; (3) by retaining Barcroft Knolls, Overlook Knolls and the Dean Subdivision in the Belvedere Elementary School attendance area.

Background

On April 28, 2011, the School Board approved the scope of study for the Annandale Regional Study.  This is an inter-related study in the Annandale area that focuses on creating a new attendance area for the Lacey site, which will open as a new elementary school and to address the overcrowding at Annandale High School.

The study continues the work and recommendations of the elementary and middle/high school subcommittees from the Annandale Regional Planning Study Ad Hoc Committee that began in 2010.  Information about the planning study can be found on the Annandale Regional Planning Study web site.

Scope of Study

Elementary schools included in the scope of study to establish a new elementary school at the Lacey site are:  Annandale Terrace, Beech Tree, Belvedere, Braddock, Bren Mar Park, Columbia, North Springfield, Pine Spring, Sleepy Hollow, Westlawn, and Woodburn Elementary Schools. These schools are shown on the elementary school map.

Middle and high schools included in the scope of study to reduce overcrowding at Annandale High School and to improve the enrollment balance in the region are:  Annandale, Edison, Falls Church, Lee, Stuart, and Woodson High Schools; Lake Braddock Secondary School; Frost, Glasgow, Holmes, Jackson, Key, Poe, and Twain Middle Schools. These schools are shown on the middle and high school maps.

Objective of Study

The objectives of this regional study are twofold: 1) establish a boundary for a new elementary school on the Lacey site with the goal of improving the enrollment balance in the region and; 2) reduce overcrowding at Annandale High School with the goal of improving the enrollment balance in the region. Boundary options for consideration will be developed pursuant to School Board Policy 8130 and in consideration of the issues expressed in the ad hoc committee reports.
