- Time required to plan, permit, and construct the projects based on type and size.
- Staff available to manage the total number of projects.
- Approved annual cash flow.

- Reprioritizing project completion dates accommodate updated planning needs.
- Unusual inflationary pressures requiring redesign or re-bidding.
- Changes in cash flow limits.
