Architectural & Engineering Contracts for Capital Bond Improvement Projects

Architectural & Engineering (A&E) contracts are administered by the Department of Facilities and Transportation Services, Office of Design and Construction Services. A&E firms are solicited for the design of Capital Bond (school) Improvement Projects every two years through the Request for Proposal (RFP) process. An RFP is issued and advertised on this web site prior to the November general election in which school improvement projects are included for bond approval.

Facilities Modifications Projects

Contractors providing facilities modifications to school buildings or administrative facilities are contracted through competitive sealed bidding or time and material rates. Contractors may register to receive informal (up to $50,000) and formal bid (over $50,000) requirements by completing a Bidders Mailing List Application.

Small and Minority Business Enterprise Program

Fairfax County has adopted a Small and Minor Business Enterprise Program (SMBE) which has the objective to make every effort to increase the opportunity for utilization of small and minority firms in all aspects of procurement. Information on the small/minority business program may be obtained by linking to Fairfax County Department of Purchasing & Supply Management (DPSM) or by calling 703-324-3201.

Time and Materials Contracts

Fairfax County Public Schools, Office of Design and Construction Services may have requirements for facilities modifications to school building or administrative facilities. These projects will require the basic trades, such as  electrical, HVAC, plumbing, general contractor, and telecommunications. These improvements are generally under $10,000.00, but can range to $50,000. Time and Material Rates are bid and multiple awards are made. In an attempt to offer an opportunity to perform at least one Time and Materials contract during the contract period, time and materials contractors are rotated based on price consideration and quality of work, whichever is in the best interest of Fairfax County Public Schools.
