November, 2003

Dear Parent/Guardian:

This letter is to communicate a change in Fairfax County Public School's (FCPS) position on the use of cell phones, by middle school students.  Because many parents have expressed their concerns over the safety of their children, it has been decided to allow the possession of cell phones on school grounds as long as students follow the established guidelines stated in the Student Responsibilities and Rights (SR&R) booklet.

Effective November 3, 2003 middle school students will be allowed to possess a cell phone on school property; however, cell phone use is prohibited during the school day and on school buses.  Violation will result in disciplinary action at the discretion of the principal.  As stated in the SR&R, page 13, section L, "In addition to other disciplinary action associated with the possession or use of a portable communication device in violation of this provision, any such portable communication device shall be subject to confiscation by school officials and returned only to the student's parent or guardian."

Please be aware that school staff members are not responsible for lost or stolen cell phones.  If you choose to allow your child(ren) to possess a cell phone on school property, you and your student(s) will be responsible for its safekeeping.  Revisions to the 2004-2005 SR&R will reflect the changes in the cell phone regulations.  If you have any questions please contact Clarence Jones, Coordinator, Safe and Drug Free Youth Section at 703 876-5265

Sincerely,

Daniel A. Domenech
