Program Overview
When ESOL students’ English language abilities are assessed, they are assigned one of the following proficiency levels:
Level 1:
- Level 1.1 (formerly A1): identifies a student who is a newcomer to the US with beginning level English skills and/or is working on literacy issues.
- Level 1.2 (formerly A2): signifies a student with emerging level English skills but may have been in the US for awhile or has studied some English before.
- Level 1.3 (formerly A3): signifies a student who has high-beginning English skills. These students have 3 classes of ESOL; 2 language and 1 literature. Level 1.3 students are usually taking Concepts Science and Concepts Social Studies.
- Notes:
- These are beginning ESOL students who have limited English proficiency.
- These students can read and write in their first language. (If they cannot, they are considered “L” or literacy students.)
- Many of these students are developing initial English reading and writing skills.
- These students require intensive English instruction.
Level 2:
- Level 2 (formerly B1): signifies a student who is working at an intermediate level of English. These students have 2 classes of ESOL (one literature and one content). Level 2 students are usually enrolled in Biology and World History/Geography 1.
- Notes:
- These are intermediate ESOL students who have some proficiency in understanding and speaking English.
- English reading and writing skills need further development.
- These students require less intensive English instruction.
- Students at this level take both ESOL and general education courses.
Level 3 & 4:
- Level 3 or 4 (formerly B2): signifies students who are working at either the early or advanced level of English. This class is taken concurrently with another English class such as English 9 transitional, English 10, or English 11.
- Notes:
- These are advanced ESOL students who are reasonably proficient in speaking and understanding English.
- These students are refining their English reading and writing skills.
- Students at this level take mostly general education courses.
Mission
The Mission of FCPS and the FCHS ESOL Program is to develop the English proficiency of students, enhance their academic achievement, and support school staff as they deliver quality instruction.
The ESOL program:
- Develops students’ English language proficiency and academic skills.
- Creates supportive learning environments which value and build on students’ academic, linguistic, and cultural backgrounds.
- Builds teachers’ skills to employ best instructional practices.
- Builds connections between ESOL and school wide instructional programs.
- Encourages participation of students and their families within the school community.
Vision
The vision of the ESOL Program is to provide the means for students to acquire English through research-based instruction in supportive learning environments where all students have the opportunity to achieve at the highest levels.
