Board of Trustees - FY 2008
ERFC is administered by a Board of Trustees, which holds all of the contributions in trust, and supervises the investment of the trust's assets by registered investment advisors. The Board is composed of seven members: three are appointed by the School Board, and three are elected by active ERFC members. The six combined Board members recommend someone who is not affiliated with FCPS for the seventh position, which is subsequently approved by the School Board.

Michael HairstonChairperson and Trustee
Michael Hairston was elected Chairperson for the ERFC Board in July 2007, following two years’ service as Vice Chairperson and Trustee. Mr. Hairston was first elected to serve on the ERFC Board of Trustees in July 2004, and was re-elected by the membership in spring 2007.
Mr. Hairston is the Band Director at Mark Twain Middle School, where he has also chaired the Music Department for the past fifteen years. In 2002, he was honored with a nomination as Fairfax County Public Schools’ (FCPS) Teacher of the Year.
Prior to teaching with FCPS, Michael Hairston was Director of Bands at Shaw Junior High School in Washington D.C., and at Martinsville Junior High School in Martinsville, Virginia. Mr. Hairston received his undergraduate degree in Music Education from North Carolina A&T State University, and a Masters degree from the Ohio State University. Mr. Hairston is married and has a daughter.

Jeannine MaynardVice Chairperson and Trustee
The ERFC Board elected Jeannine Maynard to serve as Vice Chairperson and Trustee in July 2007. She was elected by the membership to serve a three-year term on the ERFC Board of Trustees in July 2005. Ms. Maynard is a Technology Specialist at the Kilmer Center. She has worked in the Fairfax County Public Schools system since 1986.
Prior to her work with FCPS, Ms. Maynard was a middle school teacher and Adult Education Specialist in Providence, Rhode Island. In the private sector, Ms. Maynard was an International Representative for the training and organizing component of the Amalgamated Clothing and Textile Workers’ Union (AFL-CIO), and a Human Resources Coordinator for Consumers United Insurance Company.
Ms Maynard also serves on the Board of Directors for the Fairfax Education Association. She holds memberships with both the Virginia and the National Education Associations, the Virginia (VSTE) and International (ISTE) Societies for Technology in Education, and she is an elected member of the FCPS Staff Employee Benefits Advisory Council.
Ms. Maynard earned a Bachelor of Arts degree at Mount St. Joseph College, and a Master of Arts degree at the University of Massachusetts.

Deirdra McLaughlinTreasurer and Trustee
In 2003, Deirdra McLaughlin was named Assistant Superintendent, Department of Financial Services, and Chief Financial Officer for Fairfax County Public Schools (FCPS). She served as Treasurer and Trustee with the ERFC Board from 1995-2000, and resumed these responsibilities when she returned to the Board in 2003.
Ms. McLaughlin joined FCPS as a budget analyst over twenty years ago, and was eventually assigned as a coordinator in the logistics and personnel sections. Named FCPS Payroll Director in 1995, and Budget Director in 1999, Ms. McLaughlin has received numerous honors in her profession, including the International Meritorious Budget Award from the Association of School Business Officials; and awards for excellence in financial management from the Government Finance Officers Association and the Public Pensions Coordinating Council.
Ms. McLaughlin graduated with a Bachelor of Arts degree from Webster College in St. Louis, Missouri. She also earned an MBA with a concentration in finance from American University.

Tom BowenTrustee
Tom Bowen is serving his sixth term on the ERFC Board of Trustees, as appointed by the Fairfax County School Board. He is Director of Salary, Administrative and Classification Services for Fairfax County Public Schools (FCPS). Mr. Bowen joined FCPS in 1988, after a 20-year career with the Fairfax County Police Department. He retired from FCPD as Police Major, Commander Administrative Services.
Mr. Bowen earned a Bachelor of Science degree in Personnel Administration and Industrial Relations from American University. He also has a Master of Arts degree in Industrial & Organizational Psychology from George Mason University. Mr. Bowen is married and has two sons.

Leonard BumbacaTrustee
Leonard Bumbaca, a Math Teacher at Annandale High School, serves as an elected ERFC Trustee for FY 2008, following five years as ERFC Board Chairperson. Mr. Bumbaca has been teaching and tutoring in Fairfax County Public Schools (FCPS) since 1994, after serving ten years as an officer with the United States Navy. He currently serves as President of the Fairfax Education Association.
Mr. Bumbaca attended Robinson High School in Fairfax County, and graduated from the U.S. Naval Academy. He also earned a Master’s degree in Education from George Mason University. He serves on the Boards of both the Virginia Education Association and the Fairfax Education Association. Equally active in his home community, Mr. Bumbaca has served as president of the Broyhill Crest Citizens’ Association and is a member of the Annandale Chamber of Commerce. Mr. Bumbaca lives in Annandale with his wife and son.

Nitin ChittalTrustee
Nitin Chittal is Chief Executive Officer of KRA Capital Management, Inc., based in Fairfax, Virginia. He has extensive executive-level experience as both a CEO and CFO, managing investments for a variety of real estate firms, including Savage Fogarty Real Estate, Inc. (“SFRE”). Mr. Chittal has also managed finance and accounting projects for B. F. Saul REIT and the Marriott Corporation. To date, Mr. Chittal has managed in excess of $1 billion in real estate investments on behalf of third-party clients, such as the IAM National Pension Fund, the Philips Pension Fund, Pension Fund PGGM, and the RF&P Corporations, a former wholly-owned investment of the Virginia Retirement System (VRS).
Nitin Chittal is a Certified Public Accountant in the State of Virginia. He received his Bachelor of Science degree in Accounting and Finance from George Mason University. Mr.Chittal and his family live in Alexandria.

Dr. Richard MoniuszkoTrustee
Dr. Richard Moniuszko was appointed as Deputy Superintendent of Fairfax County Public Schools (FCPS) in May 2006. Dr. Moniuszko came to Fairfax County from Richland School District One in Columbia, South Carolina, where he served as Deputy Superintendent of Schools from 2000-2006. In this position, Moniuszko developed a five-year strategic plan, implementing programs that doubled student enrollment in Advanced Placement (AP) coursework, and establishing partnerships with four local colleges to enhance student course options. Prior to his tenure in Richland County Schools, Moniuszko served in the Charlotte-Mecklenburg (NC) Schools as Director of Instructional Accountability (1997-2000) and Director of Pupil Services (1992-1997), and in Spartanburg (SC) District Two Schools as Assistant Superintendent and Director of Special Services.
Dr. Moniuszko began his education career as a school psychologist, and has served as a program consultant for the College Board Southern Regional Office, and as a visiting faculty member at the University of North Carolina-Charlotte, Winthrop University, and Converse College.
Richard Moniuszko earned his bachelor’s degree at the University of Virginia, his master’s degree from Winthrop University, and his Doctor of Education degree from the University of South Carolina.
