Fairfax County Public School's Instructional
Services Department (ISD) , under the direction of Peter Noonan, provides instructional leadership for regular and
compensatory education for all students from preschool through high
school as well as management of the adult and community education program.
The Instructional Services Department staff members have five main areas
of concentration:
1) Curriculum Standards, Development, and Implementation
Insuring that Fairfax County Public Schools (FCPS) respond to the changing
demands of society and the work place.
2) Curriculum Support and Materials
Supporting instructional programs, which are already in place, by updating
staff knowledge and skills regarding the curriculum and giving in-depth
training to administrators and selected teachers so that they can provide
instructional leadership in the schools.
3) Individual School Support
Directly assisting schools to help them implement execute their school
plans, solve problems, and enhance instruction for students
4) Staff Training and Instructional Delivery
Promoting a high-performance FCPS work force with the expertise and
ability to effectively implement instruction in the classroom.
5) Direct Program Delivery and Management
ISD operates a number of programs which directly involve students
such as the high school science
fair and the Online
Campus , as well as provide management for instructional
programs.

Curriculum Standards, Development, and Implementation:
This function insures that FCPS schools respond to the changing demands
of society and the work place. The Instructional Services Department
(ISD) promotes quality education for FCPS students by setting standards
for instruction and achievement so that our students will be competitive
in a changing economy. Courses of study are updated and implemented
on a regular cycle so that they reflect instructional research, the
changing needs of society, and the diverse needs of the student population.
ISD monitors the overall instructional program by evaluating programs
and student achievement data and by preparing reports and documents
for the state and other community groups and agencies.

Curriculum Support and Materials
This function is designed to support instructional programs, which are
already in place, by updating staff knowledge and skills regarding
the curriculum and giving in-depth training to administrators and selected
teachers so that they can provide instructional leadership in the schools.
The department identifies the textbooks, equipment, software, and supplementary
materials needed for effective instruction and is responsible for the
systemwide Instructional Technology Plan. ISD operates the Instructional
Materials Processing Center, which is responsible for the distribution
of over 11,000 science and other instructional kits each year.

Individual School Support
This function involves direct assistance to schools to help them implement
their school plans, solve problems, and enhance instruction for students.
ISD staff are involved in classroom observations and the teacher improvement
process.

Staff Training and Instructional Delivery
This function is designed to promote a high-performance FCPS work force
with the expertise and ability to effectively implement instruction
in the classroom. The department provides courses, workshops, and other
training, which relate to successful job performance. The department
provides support for special populations and programs by helping teachers
expand their repertoire of teaching strategies to implement special
programs such as Reading Recovery, Project Excel, the Reduced Ratio
program, Focus and Magnet schools, Success by Eight, Standards of Learning
remediation, and Foreign Language Immersion.

Direct Program Delivery and Management
ISD operates a number of programs which directly involve students such
as the high school science fair and the Online Campus. Other programs
directly involve operational aspects of the school system such as interviewing
and placing teachers, coordinating recognition programs, and managing
professional technical programs which are not in the traditional school
environment. ISD is responsible for the management of a large number
of grant programs such as Title I and Head Start/FECEP.
