- After September 21, 2007, the waiver criteria for VA licensure exams i.e. Praxis II, VCLA. VRA changed to a minimum of three years of full-time, successful contracted teaching experience prek-12 in a state other than VA and a valid professional teaching license without deficiencies from a state other than VA. Another Country Teaching Experience is NO LONGER accepted by VDOE to waive VA Exams such as Praxis II/VCLA/VRA. Qualifying US Territory Teaching Experience combined with valid out-of-state full license may be considered.

Individuals who hold a valid out-of-state license (full credential with no deficiencies) and who have completed a minimum of three years of full-time, successful teaching experience in a public or accredited nonpublic school (kindergarten through grade 12) in a state other than Virginia are exempted from the professional teacher’s assessment requirements (VCLA, Praxis II, and the VRA). Experience as a substitute teacher or as a teacher’s aide is not acceptable experience to meet this exemption.
